New Baltimore Zoning Code

Hi all  - new to the game and trying to learn as much as possible before jumping in head first!  I'm having some difficulty understanding the zoning code and amendments posted in Baltimore, MD.

One in particular that I am interested in is not metered separately and is zoned R-8.  Is this legally zoned to be used as a multifamily and does any have experience getting two meters for a rowhome in Baltimore? 

I guess the confusion is that some sites make it seem like no special zoning is required while others say R-8 cannot be used as multifamily without a city council ordinance.
