Each time that I come to the house there is a new issue and repair that needs to be addressed, My thought on this process as far as getting him out is to bring a written a contract stating that he will voluntarily leave with no eviction and no deposit returned or the law will be called and police reports will be filed and his parole officer will definitely be informed of what is going on.

After their power is cut off you can provide them a notice to correct the issue (I assume the lease says something about the tenant maintaining habitability of the unit) then they either pay the bill, leave voluntarily, or you evict.
