The Raccoon next door

Good afternoon all,

Trying to determine best nexts steps. My neighbor has a hole in their roof and in their porch ceiling. I began hearing loud banging noises in my floor and could it turns out a raccoon has traveled over into my porch ceiling. I let the neighbor know and asked that they handle it immediately. They had someone patch a hole, but now there is another one. I had a company come out today and was told it would be $600-900 for removal and closing the hole. What do I do? The neighbor reports that they cannot afford to resolve the issue. I have reported this to 311, but if they don’t have the funds nothing will be done. Any advice? I can’t deal with noises from a raccoon any longer.
