.- If costs are high, send out a letter saying you noticed a spike and that you will be scheduling an inspection to look for issues with the property, like leaks. 

Im sure there are pros and cons of having offices, a strip mall, gas station, or resteraunt etc on a property.  

Went over to a rental property today to work on a leaking basement window.

Hundreds of holes in the wall, filthy carpet, leaking roof and number of different kind of modifications on flooring.

No leaks to be seen.

Now if I am around, I unstop the leak myself and leave a fan there to dry the small area of wet carpet.

It turned out to be a problem with the AC that cause the leak, but the repair man the landlord sent made a huge hole in my ceiling and my landlord is refusing to fix it saying that it is my responsibility. 

Auto transfer gas&electric into the owner name might have really big bills, besides you don't have to turn gas on in summer.Same with water: if you don't bill tenants for using water - make sure that the owner agrees.

Electric was included in the HOA, so just have to pay water and gas as utilities which can be passed down to the tenant to pay.
