I am a renter myself and our toilet flaps started staying up after flushing, causing the constant run of water.  

they should be able to flush toilet, brush their teeth. showering maybe a problem.  

Typically they're experts, so you want real solid numbers...or they will flush you out if they think your numbers are off.What are you protecting yourself from?  

I've also used word of mouth when I am flush and ready to buy.

Flush every toilet, turn on every light, faucet, appliance, etc. if it's all in order, then they give you the keys and you give them cash to go away.

You can shoot for ultimate zoning density, but if you have no way to flush the toilets you're dead in the water, no pun intended.
