Ray,Definitely go and speak with the Building and Planning Departments regarding the codes and local zoning.

@Ashley Swansend If you go the route of putting mobiles on land, you'll need to check with the local zoning department regarding restrictions (if any).

@Doug Pretorius City Hall has a department called Assessment Rolls, and you can sit in front of a computer terminal there for hours, taking down property owners' names to your heart's content.

I would expect that most benefits would be with the building department. 

Just say “dear owner”.

If not than most states have on the State's State Department Website (or something similarly titled) a list of banking institutions who are legally registered as banks in the state you're in.

The hand addressed envelope looks like an invitation or a letter from a dear friend.

Rather than calling the departments of real estate and asking if something is legal (they're not going to advise you on the legality of what you are calling wholesaling) READ the regulations on who needs to be licensed in that state.

There are a lot of questions that need to be asked with the zoning department.
