The law here says it is illegal to open or trash mails/packages that don't belong to you.

I feel that is completely reasonable, this allows evictions to proceed through the court but holds actual bailiff set out of tenant belongings until after the deadline has passed.

A better/cleaner scanario would be a closing on the 1st of the month (the day of closing belongs to the buyer, so technically closing on the 31st would require one day of prorated rent).

That's not to say you never can build on them, it may depend on who the pipe and easement belong to, but that is my experience.

I would give them the opportunity to apply, passed my screening, pay a security deposit, and sign a written lease agreement.The security deposit from the daughter does not belong to the mother and should be treated separately, like you would for any other tenant that abandons a property.
