One of the major driving factors for increased premiums is the carrier's requirement for higher replacement cost limits on file for buildings. 

One thing though is that there are requirements coming into effect soon where wholesalers will need to get their license in PA for any properties that they wholesale, so you might want to look into that before it becomes official!

As it was said before, you want to be realistic with the time commitment this will require.

I like both of your ideas so I would look for the single where an ADU is permitted or one with a dump ADU to renovate (that's best) and balance that against the purchase of a 2-4 unit.

The small lot and setback requirements mean that it would have little to no value as a tear down.
