I have been wrestling with that, the current operators in the area are focused on the outside storage which is at a lower price point, I am considering the fact that some people would like to store items that may be sensitive to changes in temperature.

The average high temperature in July, the hottest month, is around 90 degrees Fahrenheit, while the average low temperature in January, the coldest month, is around 30 degrees Fahrenheit.

I would figure out how to manage the temperature and then install the flooring that's best suited for the space, noise levels, etc.

Oil in Washington isn't really necessary because the temperatures here don't get low enough to make heat pumps struggle.

HGTV never shows anyone shoveling their flip's sidewalk in negative temperatures so the neighbors don't complain to the city.  

@Lisa M. given the temperatures outside, assuming it is in DC, you are talking near 100F.

When it's cold outside, measure the temperature of your exterior walls with an infrared temperature gun.
