The numbers are normalized to the ARV and the math doesn’t care.Lastly, if you are not borrowing your costs, or can somehow avoid sales commissions, then of course you can pay more, and you can’t use this rule of thumb.

This is 100% dependent on the local housing authority and of course being in the Atlanta market the multiple authorities we deal with are filled with inept government workers and corruption.The question you should ask yourself is knowing what you know about the government; do you want to be in business and co-manage your property with them?
