I won’t be doing an inspection on the building.The building is about 12k sq feet with architectural plans already in place to convert to 12-14 condos.

I'm more worried about the permitting process/architectural plans.

Given the scale of the project your going to need architecturals, permits so that will be additional cost and included in the $190k you have all the finished materials for the project as well.

Storage sheds that are converted to living space must then conform to Zoning for the Main House or ADU setbacks, and may need to match the architectural style of the house (every jurisdiction is different), as well as Building Code, including correct footings or slab for flood areas, hurricane straps for winds, current requirements for septic tanks/fields (common even in Pinellas County), and the egress (one 36" door) and bedroom window emergency escape requirements. 

Or is there a windows or android software you recommend to use to create such a tour with panorama photos already taken from my cell phone?
