The lake in Lake Havasu City is beautiful when it is clean, and the city is working on that (darn houseboats dumping in the lake), but be prepared for a funky fishy smell when you drive into town on a hot day.

I still strongly suggest the GC--I don't know anything about Philly building codes but when I here big city, it think big red tape and your GC is going to be huge walking through the permit process.
