At best, its some basic info to tease you appetite to sign up for more.

I think it's much more complicated as government intervention tends to reward a group of business owners and suppress competition which often is detrimental to some business but beneficial to others. 

I think this is a personal choice you'll need to make and it will depend on your appetite for debt and responsibility  and what your long term goals are.

Oh how I wish I could turn back the clock...Having said that, in the event that this is a case of an over-conservative banker (maybe they have fresh wounds from other nearby properties) or simply a matter of you talking to the wrong bank (not every bank finances everything, their appetite for loans can be specialized or even change over time), you do have options.

I would think this would be a risk-appetite question that is particular to each investor.

Banks change their appetite for investment real estate loans all the time.

This is going to suppress rental prices of individual houses, be it for STR or regular rentals. 

Cough cough Leman Brothers cough cough sub-prime mortgages.It's easy to blame investors or even Wall Street and the financial sector but asset bubbles like that would not be possible without the Federal Reserve empowered to artificially suppress interest rates whenever they feel like it.
