It sounds like, by the way you explain it, there are no stellar cleaning companies where you are.

This has already been proved in recent years with so many bank foreclosures on borrowers who had stellar credit.

If you give them a bunch of stuff to do and they pay a hefty cleaning fee, they may leave with a bad taste in their mouth and leave a less than stellar review accordingly. 

I couldn't even begin to wrap my head around how you'd manage a property OOS without a stellar PMC, to me that's an essential team member that makes OOS investing possible. 

In the end I approved their booking as they answered my questions right away and just figured they were less than stellar with typed words. :)

Applicants who have less than stellar history are also loosing because with risks like these who is going to take a chance on a marginal tenant with risks this high outside of this guy.
