To be safe with anything except a fairly new house, you’d need to excavate around the house, parge the outside of the foundation with asphalt, install a dimpled plastic membrane over that, and then on the inside, fastidiously install rigid foam on the floor and walls, spray foam/tape all seams, etc… Then frame, then drywall.Seems ungodly expensive.

There are other forms of winterizing like insulating plumbing, sealing door/windows with rubber gaskets, installing storm windows/doors, setting up heat lamps or other supplemental forms of heat in basements, etc.

Account Closed it just depends, like I said all vendors and PMC are different, the good ones, which are buisness savvy and coincidentally the ones you ultimately want to manage your unit, usually do (who would want someone that is not buisness savvy managing their unit) -- now some will be fully trasparent and itemize it and others will just roll it into your install.
