I'm having trouble distinguishing whether or not this is considered a repair or an improvement.

If True, then how do you distinguish an A/B/C/D Location from each other?

The fact that you are asking for creative solutions says to me that you already have some creative ideas--but try to distinguish between too far fetched and a good creative business decision.I know that everything will work out fine (we might get a little scarred in the process but if we are breathing we are alive)...whatever happens in this process is part of learning...but make sure that you prepare for the class, prior to placing your hard earned money and time into this new venture.  

What I mean by this is in certain areas 2 blocks can distinguish 250k houses from 30k homes. 

VRBO does distinguish between the two and leaves it up the the Host and Guest to sort it out in the case of ESAs.Note that the FHA (Fair Housing Act) does not support service animals in a short-term situation, not does the ADA specifically.Here are some tidbits I came across while researching this topic - ESAs are not required to be allowed in these cases:1)Buildings with four units or less where one of the units is owner-occupied2)Single-family homes that were rented out without using a realtor.

The reasoning is individual and the number of reasons is as large as the number of people that hate their landlords.A lot of it is likely landlord=PM; they don't distinguish and they don't care. 

Brokers who are good can quickly identify best options for your financing needs, present multiple quotes, distinguish your 'end goals', and help guide you to a product both now, as well as an exit (if applicable) to achieve said goals.
