Some were "overlays" so I didn't have to worry about tear off and leaving deck exposed prior to drying in.Once you're down to the deck and can get the tar paper down, TIGHT.

It is not unusual for some repair to the roof deck to be needed but unless the roof was in really bad shape it does not usually need to be replaced.

I've never failed an inspection and my biggest expense to pass has been adding window screens to a location that did not already have them and adding balusters to a deck to narrow the spacing between each - both of which were knocked out quickly by my maintenance person.As for paperwork...
