Wisconsin Multi-Family Law: Fire Escapes Required?

Does anyone know if a fire escape is required in Wisconsin for multi-families?  This fire escape / side deck is for the 2nd floor of a two story building.  No ladder is currently going down from the fire escape / side deck.

I don't know why the previous owner would put this side deck on unless it was a legal requirement... unless they thought it would be a nice walkout setting (which it's not).
