@Keith AnnisI'm not an attorney, but I don't think you need to prove anything to impose a fee that is a legitimate provision in your lease.I think it would be on the tenant to challenge the validity of it in court as a defense to the eviction you file for nonpayment of the fee, and the judge would then make a judgement based on both sides of the story (your explanation as to why you believed it to be occurring, and the tenant's explanation that it was not).

The city will do a manual reading today and I'll drive down there tonight and see what's going on (though I've been there a few times already and there are no obvious signs of leak).Another contractor did some basic dry walling, painting, and yard work to make ready for sale but I can't imagine that had anything to do with anything.A few questions to anyone who's been in this situation:- What are some possible explanations for this insane water bill on a 1700 sqft SFH?
