Yikes, sounds like the CA legislators don't think much of landlords. 

I'm leaning on avoiding this project because I think it would be difficult to resale and I'd hate to pour money into a property that is on uncertain ground.

So many times I watch people enter into business relationships that later fail or otherwise fall into turmoil because the expectations of those involved were either outlined in uncertain terms or were not outlined at all.

Liquidated damage are added to contracts to attempt to manage losses of the then-uncertain degree.  

NC legislature went through the Oil and Gas Disclosure stuff in last legislative session... it is now part of our state law as far as rights, etc.

Remember the legislation that has come such Tenant Protection and the rest of the bill in Illinois as an example which says the Mortgagee must show that all alternatives to foreclosure have been exhausted.

Now, imagine if these corporations could somehow influence our politicians; they could basically control legislation to ensure that not only do they continue to have favorable tax treatment, but they could also rig the system to ensure that true capitalism couldn't thrive, as the "little guy" would have little ability to compete.That's as big a problem as individuals not paying tax (which is clearly a major problem as well).
