Like so many things it would be helpful to have uniformity! 

In Las Vegas Class A properties tend to be in subdivisions or communities with HOAs and have a well groomed and uniform appearance and in the best school districts.

according to Carl  the owner of the Oregon shop  these have to be approved at the state level first you know the uniform building codes .. other wise you cant get financing on them.

Fair Housing requires that you have rental criteria that you apply uniformly for all applicants - you must treat all applicants fairly and equally so. 

I wish there was a more uniform policy on utilities, but you get used to it.

That way if you are brought top court it is not discrimination because ti is applied evenly and uniformly.
