Most of them would entertain an unsolicited offer but you will have to do a significant amount of research to uncover who the owner actually is in order to deal directly with them.   

I think one thing you can do is identify a market where you may be able to uncover potential deals.

The larger renovation project means more construction/execution risk due to uncovering previously unknown issues, project scope creep, a lot of subcontractors to manage etc. 

Then again, if you uncover a moisture problem or mold problem before it gets worse, then it will be a good thing that this came to light.Good luck and let us know the outcome!

If the seller undertakes this and such a problem is uncovered then it is the sellers problem as you will not have purchased the house yet (make sure that the purchase is contingent upon you inspecting the work done and being satisfactory with its completion).So really its up to you...
