Me as a handyman wouldn't bother with a job that realistically will take 3-4 hours of my time (gathering materials, travel, time in labor) for $50, me as a landlord thinks that $50 for a drywall patch is a rip-off.

I only ask as ripping out the ceiling to replace the insulation is pretty time consuming and expensive and I am not sure that it would completely eliminate the sound.
