Owners sell for different reasons, just be patient and put in offers you want.

When you correct something that the lease does require of you, prepare a fill-in-the-blank form that you have them sign each time that shows the date that they brought the matter to your attention, briefly describes the matter, shows the date it was fixed, and states that their signature (make sure it states one party signing is sufficient) shows their full satisfaction with the action you took. 

It does take time to really understand what all these numbers mean, but be patient, and don't get scared. 

Each city is different and the more you are familiar with it, the better your experience will be.Be patient with your first Sect 8 contract.  

There are deals out there, but you have to do your homework and be patient.

Simplest would be to track down the seller who carried that note, and get a release/satisfaction from them.

There's nothing wrong with being patient and waiting for that one super great deal to come along.
