I'm leaning toward moving back to Northern Virginia where I am from so I can be closer to family and my dollar can go further. 

I am happy to have you come and "get your hands dirty", but it may be too much of a drive for frequency and you can likely find someone closer to you. 

There are many new built duplexes near Sunnyside (closer to Rice) that may be a good fit for what you are looking for. 

Once this is done you now own one free and clear property (closer to your goal right?).

We aren't in a sellers market anymore, and I think the reality is that it will help you get closer to market value, as opposed to negotiated against, and racking of days on market (DOM), if that makes sense!
