Also check if the property is in an hoa for possible dues you may inherit, current/past due property taxes, etc.In addition I suggest U simply attend one to get the lay of the land.. see who the players are  how its functions etc.. most jurisdictions have their set rules they follow and are unique to that county..

Most anywhere in Rural PA and Very RURAl NY  WV  and all of those cities will have sub 100k housing as well most of it in rental dominated areas.

It is borderline impossible to find good help right now, look at postings for houses for rent and see if you find a couple major players in your area and reach out to them.
