Any advice on if we should use it to pay off our loans against two of our retirement accounts (that we took out for the downpayment on the first STR) in order to lower the monthly bills or if we can/should cash out one or two of our retirement accounts (457 and/or 403b) and pay off the loans? 

If they are not paying ANY rent, and they've been having financial issues for a couple of years (unless is it due to medical bills), they've had plenty of time to get their act together or get assistance. 

There are several integrations that you can connect to QBO from Airbnb and other websites to get all your information synced over for each transaction and you can get AP Softwares that help with paying bills for you too. 

Although bills still need to be paid, mortgages still need to be paid, Etcetera.

Lots more brain damage and more evictions which is what the stated purpose of the bill was to avoid.I would say that SB24-094 has far more impact to the operations of many landlords in Colorado.

If you are against this bill, let your local state representatives know.Bills like SB584 are why there are multiple posts questioning why one would choose CA.I will add a local reason. 

As a result I'm left with a hefty tax bill as well as penalties and interest.

And no... attorneys can bill hourly (out of your pocket) or agree to take a case on contingency (from the winnings) or work out a combination of those.
