I do have a tenant that is a Painter, but I don't have personal experience with his work quality yet.

I’ll need a painter, plumber, bathroom countertops, and laminate flooring installers.

DO NOT  fix cosmetic issues at the request of the tenant....you will open a flood gate that you will regretAt most I will allow painting of an approved color by a professional painter....that's it.

You may also need to put out money to buy materials, for example painters will likely want you to provide the paint.

Does anyone have any referrals when it comes to painters or toilet installers in the city?

We had one tenant that we approved painting because her boyfriend was a professional painter, and it was better than we could ever do but the bedrooms were odd choices, including a bright orange room that we offered to repaint for later tenants. 

My pet peeve: Why can't a professional painter clean up a paint can properly for storage?
