@David Piqueira  When my sister and her husband won against Wells Fargo I think it cost Wells Fargo about $250,000 in my sister and her husband's legal fees plus the full value of the house.It is my understanding Wells Fargo also paid their own outside legal council for state and federal cases that lasted about four years total.

That would let us sustain that kind of event better by diversifying risk across more units.As I discussed this with Church Council last night, my final question was this; picture us with $50,000/month in profit.

According to City of Philadelphia Ordinance passed the City Council on December 9, 2010 and signed by the Mayor on January 5, 2011:§10-720.

Per an article in the Press Herald on Jan 8, 2018, the city council was discussing doing a city wide reassessment but I haven't been able to find any other information on it.

Go in front of council to argue your point and they may make you do studies like traffic or environmental.  

Otherwise, check the appropriate city council/planning commission department.ETA: you might also find it helpful to check the town/community's master street plan or city plan. 

I would stay outside of the Seattle city limits because the Seattle City Council has no regard for property rights and you are likely to regret investing in the city.

If it is listed in the sales contract you can take it to the general council of the DMV and show them you are the new owner of the mobile home, they will then issue new title.
