That said, we've found the tenants to be quite rough (unemployed, drugs, vandals, etc.).  

Still do your due diligence...you don't want to be stuck with a filthy, drugged-out, drama queen with shady friends for 7 months.

Oregon statutes say that a lease can be terminated for   an act  which is defined as "out rages in the extreme," among those being prostitution or manufacturer/selling of drugs.

Isn't there something in place about the landlord being responsible for drug activity within city limits?

I’d make sure they weren’t into drugs ( Facebook/ social media )and that there’s no serious convictions or registered sex offenses ( local online court dockets)
