Would real estate prices in certain regions rise rapidly due to demand from both local and international buyers? 

Most sellers will laugh when you ask them to reduce the price by 3% because you're not using a buyer's agent.....You can buy and sell your own  properties without a license anyway...  

I have not been able to find any in person networking events in my area doing a basic internet search.

Basically, someone who already has the relationships with accredited investors and can assist in the raising of funds? 

They seemed really intent on buyers creating a criteria before getting properties sent to them. 

Buyers that would buy if rates were 1% lower.

HUD performed extensive due diligence on us, and had to approve us as buyer's and our management company and mangers.

Would recommend you read a couple books about BRRRR, that will give you the basics and then feel free to reach out.It remains a great strategy, but you have to manage your expectaions.

Title issues tend to be the fact pattern where properties are truly not financeable but that's rarely the case when you see the "cash only" adverts.Ultimately, proceeds will be transferred through a title company and its not as if the buyer is showing up with a duffel bag filled with cash.
