That's not something special, it's something people do, like brushing your teeth.You can still be nice to this lady, no point in treating her like crap, she probably is going through a rough time and doing her best - she just doesn't fit your particular business model....simple as that.

That may mean everything isn't turnkey and you have to pick up a paint brush and learn some skills to keep your costs down. 

If your attitude here is how you approached the agents who blew you off, then it’s clear why they didn’t want to spend any time on you and simply chose to brush you off.

Having been in this industry all my life literally from selling fuller brush door to door at 12 years old to getting my RE license at 18 .. being in numerous sales organizations over the years either working or owning..

I have had to take this path due to the nasty brush clearance estimates on my lots which together with property taxes are making land banking a rather expensive venture. 

@Joe Gore I was looking for a solid explanation in regard to rule and regulation, and not a brush off tenant bias solution.  

Sales taxes, deliveries, permits, installation supplies (underlayment, floor glue, nails, caulk, brushes, appliances gas connectors, etc etc etc) adds up and you have to pay people to install things.

Some dude who makes $247,000 a year brushed me off because I reported it a year after it happened.
