I would postpone the move unless you have a personal reason to go to portland that is pressing (e.g. family health etc. ). 

Sales were slow at the time, and the number of accidental landlords was on the rise.

You're hard-pressed to find a property in Denver that meets the 1% rule, much less the 2% rule.

If the terms of a new loan are comparable to old one, the only reason to press go might be to return capital.  

I haven't looked at that part of this particular executive order (he is writing executive orders every single day for the last several days - no joke), but in his press conference last week he specifically mentioned "out of work" as the financial hardship, so I think it is intended to benefit W2 owner occupants. 

Most of us, if pressed, could scrape together enough funds from family, friends, retirement accounts, and shaking the couch cushions to finish up a job that goes $10K over budget. 

There's a lot of press going around about HUD suspending foreclosures on homeowners and many states and cities no longer processing evictions.

You can have the printing press running wide open but it is not going to solve the healthcare crisis that is coming and the market will ultimately price that in.
