If you want the renter to take care of the lawn himself, I would definitely put in a storage shed, even if it's one of the plastic Rubbermaid ones.

I think you also made mention of HOA terms which leads me to believe your mom’s place is a condo or patio home.  

I actually spoke with an investor yesterday that is planning to spend the time and money on updating a back cement patio on a 700/month rental haha!

Also taped a funace type plastic drain hose to garden hose from dehumidifier and ran it directly into floor drain & zip tied it to drain.

There was some plumbing and electrical issues, as well one patio needed to be replaced before someone fell off it.

We updated all the appliances, renovated a bathroom, added new landscaping, repainted the interior, added new floors and carpet throughout the house, added a paved patio in the backyard, and replaced the A/C unit.
