She literally told me she wasn't paying and there was nothing I could do.

You need steel plates, woods and wire mesh won't cut it they will go through it once they smell that other squirrel have gotten in there. 

Combining you and your husband's talents sounds like a great mesh, assuming you guys work well together.  

She is quite inexperienced and told me she basically got an allowance from her husband for 55 years and can't handle money and doesn't understand credit cards.

Or just remove the modem/router. 

I went back a couple weeks later to "check on the fixed sink", at that point i dont think she thought i was anything other than the maintenance guy, but i tried to speak with her about the situation and come to an agreement but she literally told me she "did not wanna talk about it" and when said "well your 4 months behind on rent I think we need to figure something out here", she started screaming at me and told me to "get the F*** out of her apartment" and then ended up calling the cops on me because i was standing there trying to de-escalate the situation but not leaving her apartment. i ended up leaving before they got there and didn't end up talking to them.

But the other applicant approached me(she came right after the first one yesterday) and mentioned she wanted to raise the rent to $3250 and offer extra deposit.

If you are looking at mid-size MF (10 units) in the Toronto area, you'll need deep pockets... this doesn't mesh with your need to "save for a downpayment" unfortunately.
