To me, it sounds like a classic alcohol or gambling problem.  

From what I have heard and asked very low crime, maybe alcohol and petty theft, nothing that would be worrisome such as homelessness or violent crimes.

It specified one party could have no involvement with guns or alcohol.

Water/sewer is much harder to estimate, based on the consumption.  

Other states have shown that as taxes collected on weed rise, taxes collected on tobacco and alcohol fall.
