I appreciate the accusations of dishonesty, but I'll just assume you meant them in good faith for the sake of the forums.

No one ever accused the gubmit of being shrewd business people. 

For example, if you point out the proximity a the Jewish Community Center you could be accused of "steering" aka subtly guiding people who are not Jewish from wanting to live there.
