This would help accomplish many things such as creating jobs for the blue collar working there would tremendous amount of money that would go in to renovations and this would require professional carpenters, plumbers, electricians, hvac, landscapers, etc... to get everything up to date I recommended the supervision be outsourced to property managers.

You are responsible for making sure the job gets done right but inspectors will also check the work.That way you use the handyman you want to do the work.Another option is to hire a Contractor to pull the permit and supervise your handyman.
