If the property stays in the sellers name, would I be able to refinance out of the contract after improvements have been made?

New criteria to add to my buy box lol.  1/3 appraisers call it out, usually can get a new one.

Some of my most recent client closings have been a turnkey 3/1 single family house for $120k and $5k in rehab needed and currently rented out for $1550/mo to section 8.

I am not able to take equity out of my condo because it is currently on the blacklist due to HOA fixing the roofing and a Fannie Mae rule stating, if more then 50% of the condos in that community are owned by investors, I may not be able to refi.

Purchase price: $3,200 Just bought this piece of vacant land. 2 acres out in the desert.
