This area was mostly composed of very old, but historically significant, apartment buildings most of which were in significant disrepair and required an enormous amount of capital to rehab and reposition.

So one just needs to be careful or one needs to be there, you can mitigate these by having local presence..

You'll see JV's composed of LLCs and other entities occasionally in syndications and low income housing tax credit deals.

Having a presence, especially your first time out lessens the odds of craziness happening under your watch.  

Put the time and money into an internet presence.  

I know that there are companies that are a little spread out geographically and handle the purchase, rehab, and placement of a tenant, but I would be less confident that they would maintain a presence in that particular location.
