There are two main propane suppliers that I know of up here - G&B Energy and Blue Ridge Energy. 

Now you need an entire system to cool, while the AC normally just piggybacks on the forced air heating.You are probably best of with whatever is considered standard in your area: thats what the market expects and you have the contractors and suppliers readily available to deal with issues.

Water suppliers and treatment facilities are different as well.

For a smallish development like u mentioned you could always use a local rolled metal supplier for the shell (3' metal for walls and ceiling) like michael mentioned and then just source the doors from one of the above suppliers after you know all your rough opening sizes on your doors.  

Also some building materials suppliers offer financing to their builders for specs.

If all you are doing is referring buyers and sellers to suppliers, then you would get referral fees...which are usually standard dollars per referral that goes through
