There are trends that all of us who've dealt with 1,000's of voucher holders have seen.

Residential subdivisions, while potentially less complex, can be hit-or-miss depending on local housing trends and the cost of infrastructure development. 

I agree that Tampa is not the worst (yet) but I believe we are trending in that direction.

Many of our developments are turning unprofitable citrus groves into SFH's.I do think there's a trend towards BTR (Horizontal Apartments).
