Advice from other investors in your area who have done precisely what you want and the referrals they can give you will go a long way in helping you find the right market for you. 

Maybe getting a referral from people who are respectful of the property will bring you a better quality tenant?

I ended up hiring a fulltime property manager (from a family referral) for the properties I have in MN and it's actually worked out quite well.

I am a little unique in that most of my tenants are referrals either from folks I know or folks that my other tenants know.
