Even a crook can find a good deal, the issue might be that he's a crook.The potential for fraud with small amounts from those who may not be able to afford a loss, difficulty in auditing and determining the quality of investments, the difficulty in liquidation of a larger amount to a large group have very small amounts (collecting and then disbursing $1,253.82 for example) are just some of the aspects I'm sure why the SEC isn't crazy over the idea.It may not be financially feasible to enforce minor infractions of regulations. :)
