Im working on a couple of pre listings. 

On my street, only about half of the homes are rebuilt, and about half of those are occupied by the pre-fire owners. 

The seller would need to include a clause saying what you CAN'T do, which is what a pre-payment penalty would address. 

And remember, this is Pre-Covid dollars too!
