in CA, Rotten Robbie seems to have a track record of buy contaminated smaller station, working the the remediation process (can take years w/ groundwater contamination), and then remodeling them with a large c-store.

It looks like it might have been an issue where the sump pump electrical breaker flipped in the panel and stopped working.I'm still unsure about where the leak was (pipe or ground water) but I'm hoping to find out soon.

Check for past ground water intrusion along the footers and wall as I find it unlikely there were pipe leaks that caused mud to form above the vapor barrier.
