before you go replacing floors and coverings try the enzyme odor eliminators at the pet stores, usually more than one application is required and a few days to work but they do get rid of a lot of it.

I got this tip from a floor re finisher, who even recommended covering the floor with plastic to keep the enzyme liquid in the floor for longer before evaporating.
