I don’t think that the ADA governs ESA, but a service dog such as a seeing a Eye dog are.

It has an ADA compliant ramp built into the garage. 

Regarding buying a single family and converting it to multifamily, not all properties can be converted into multi family due to Building Code, Zoning and ADA reasons.

Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA."

Is your unit ADA compliant?

As a short term rental....the ADA would be the applicable law and not necessarily Fair Housing.

ADA may also require access changes for the commercial space.
