There's not much you can do about others initial perceptions.

Depending on market (lets say one invest at Tesla or OpenAI at the beginning).So all these investment can be allocated appropriately based on investor risk perception, there's no correct answer for sure.

Let society impose general taxes and then subsidize the necessary tenants.

Without it, you're really relying on other people's perceptions.

They'd be way better, unfortunately society works the inverse therefore they'll always be under water.

So, I don't know if it is a function of their management or a function of the investors they manage for, but tenants have a negative perception of their properties.  

Cynical and morally I have real problem with investors angling to profit from destruction of families and society.
