What I see as an operator and investor down here is many people ignoring HOA rules and trying to slide by and do shorter term rentals even when buildings don't allow it.

Your contract should have a due diligence/inspection period that allows you to walk away with your earnest money but if you miss that window you could be out whatever you put as EMD.

Even with holes/tarp on roof and plywood over windows, the place still smelled like smoke. 

You should first make certain every place someone can enter, like doors and windows, are well locked.

I ask because IMO dressers are by far the hardest thing to shop for that checks all the boxes (quality slides, deep drawers, looks nice) without breaking the bank, which multiplied by several bedrooms can really add up. 

The dimensions are 6'x11' with a small window and closet that takes up 3x3' of that space.

After all is accepted by the Housing Authority with the booklet, they will schedule an inspection where they come out and check a list of items including looking for peeling paint, windows open/close/lock, smoke detectors /co detectors / fire extinguishers all in the right locations, GFI receptacles in the correct locations, grounded receptacles if 3 prong (ground not needed if 2 prong), and the list goes on.
